Auto-approver: pathless translation & single template

Bug Description
Some projects use a single template, neatly stowed away in a directory, but then upload PO files without the directory path attached (e.g. because the user doesn't realize that the browser isn't sending the path information). For example, the known template might be po/messages.pot and a translation file uploaded as de.po. On initial upload at least, such PO files are not auto-approved.
That's not disastrous, but in practice, some users alternate uploads with and without paths: sometimes they'll upload po/de.po and sometimes they'll upload de.po—which means a recurring need for manual approval.
In the special case where a project has only one current template, and there are no unapproved template uploads in its queue (which might still cause new templates to be created on approval), it's safe for the auto-approver to assume that any pathless PO file belongs to that single template.
