Bug Description
This bug was known when the watermark heading was originally implemented, but it was decided to land it first and fix it later - so...
Currently the heading for the watermark is h1 if the current context is the primary context, and h2 otherwise. But it should only be h1 for the index view of the primary context.
As an example, it should *not* be h1 in the following situation, as the +search view is not the index view of the distribution.
