Bug Description
If I create a project, do nothing with it and then decide I no longer want the project, I should be able to delete it myself.
Deleting such an empty project has no negative effect on the wider community. Enlisting Canonical staff to delete such projects does have a negative effect, as it takes time away from other things that could be of benefit to the community.

Also, from the duplicate, I should be able to delete a project if I own everything within it.
