Bug Description
Requiring manual review of code imports mars the experience of people hoping to use Launchpad to import code from other source. It also acts as a drain on the time of the person doing CHR.
Could we not perform the tests -- such as looking for a successful svn ls -- programmatically and then deal with any problems if they're reported?
