+specs for a team links to +addspecs which doesn't exist

Bug Description
If you go to +specs for a team, for example:
https:/
You'll see that it's suggested that you create a new specifiation for Launchpad Developers by going to:
https:/
That link is a 404, though. I guess the link is presented for all content types if +specs doesn't have any specifications to list.
