Bug Description
Steps to reproduce:
1. Create new account (ie. without any gpg keys)
2. Create a PPA
Expected result:
The PPA page should indicate that the user needs to add a gpg key to their LP account before continuing.
Actual result:
The PPA page suggests the next step is uploading a package.
