support for holidays and the like

It would be nice when I go on leave to be able to temporarily disable
delivery of mail from launchpad: bugs, merge proposals, translation
notifications, mailing lists etc are all ways to keep up to date, but if
I'm going to be doing $other thing for an extended period, then it just
makes a backlog.

I see this as a combination of two things:
 - some way to tag different projects/teams I'm involved in
 - a way to globally override mail delivery (and xmpp or other forms of
communication we might start supporting in the future) for each of those
tags to say 'no mail thanks'. Or at least, no bulk-mail. A personal
please-review-this-patch isn't really bulk mail, and I should get it
regardless.
