Bug Description
When specification comments (bug 49698) will be implemented, there will be also a way to upload attachments and also Answers will one day have attachments.
Bugs, blueprints and answers should have the same max attachment file size. The validator `bugattachment` should be renamed to just `attachment` so that it can be re-used.
