Cannot select "navigation trail" using keyboard

Bug Description
I cannot access any items on the navigation trail when the default CSS is used (with JavaScript turned on).
With JavaScript turned off, the drop-down links are not accessible, but other links are.
With a basic style selected, all items can be tabbed to and selected.
Tested with Epiphany and Firefox.
This could be an accessibility issue.
