failure to give merge proposal

Bug Description
Paul Hummer has been working on getting Tarmac to automatically post the results of a failed merge attempt to the merge proposal.
In doing so, it seems to be generating a link to the merge proposal that looks like:
https:/
However, when I try to follow that link, the only thing it gives me is a single line of text saying:
Unknown consumer (None).
Note that the non 'api.../beta' link:
https:/
Seems to be just fine.
