Bug page for a new project one of the least inviting places in the world

As a new project owner, I set my project up to use Launchpad Bugs. I click on the Bugs tab, and end up on this confusing page with no information, help or instructions.

There are some confusing/arbitrary/empty filters on the right, something badly-placed about managing official tags (bug #397770), and a strange series thing. It then rabbits on about all these things that my project has none of, which I really don't care about (bug #397777). It then finishes things off with a foreboding gray circle!

By this time I am terribly confused and threatened, and run screaming away from Launchpad.
