tags for reviews

It would be nice to be able to use tags - presumably the same tags as
bugs can have as thats simpler to describe - for reviews.

For instance, when I send in a review, in the cover letter I'd like to
be able to say

 tags dirstate inventory delta testing

When reviewing I'd like to see these tags to make it easier to tell
which reviews I'm particularly interested in, or which are likely to
require more peace and quiet to review carefully.

There is an existing 'type of review' field in code reviews, which I see
as being different to tags - I'm talking about labelling the *entire*
discussion with tags (and being able to edit them too, of course).

I'd like if they could be displayed roughly as tags are in gmail, ie
as small text next to the review in the list of reviews. It would be
cool if that was done consistently with bugs too...

Various other systems support this: gerrit, github, bitbucket and gitlab all do.
