Bug Description

In page https://edge.launchpad.net/~ubuntu-lv in description i wrote Lauchpad - please make this irc uri link work.

It will work when launchpad will allo āēūīčņķļš work. (They are important for latvian language)

it work without using ā and š but its not corect.

Maybe these are 3 different bugs..
1. Not multilanguage.
2. Cant write Latvian.
3. Cant write URI as needed. / URI not recognized.
