Bug Description
Occasionally a well-meaning user will add a comment to a bug that is actually not really related to the original bug.
Currently all we can do in this case is reply to the bug comment saying "actually, this is a different bug" and file a new bug (or point the user to an existing bug), and subscribe the user to that bug. This is pretty unsatisfactory; it forever clutters the original report with unrelated noise (while making it more likely for future users with the unrelated problem to find and misinterpret the bug, compounding the problem), and if the developer files a new bug based on the comment then the reporter field on the new bug is not set to the user that actually reported it.
It would be better to have a feature that would turn a bug comment into a new bug report, and have that bug comment removed (or at least hidden by default) from the original bug. The new bug would have reporter set to the person that made the comment. The developer would have to choose a bug summary, but the description could simply be the comment (or the comment prefixed with "originally reported as a comment at [URL]" if you like).
