Bug Description
The admin merge feature should forbid or warn when merging a validated account into an unvalidated one. I just did that to /people/dennis and the result was rather unfortunate (he ended up unable to log in and with no validated email addresses).
The only reason that warning might be better over forbidding is when gardening accounts that were automatically created. But it's a pretty weak use case.
