Bug Description

It would be useful to have a way to subscribe to an archive to have e-mail notifications for newly uploaded versions or packages and their status changes. Currently only the PPA owners can receive such notifications. It should be allowed for everyone.

I think 382782 is quite different: Andrea is asking for people to be able to pick and choose the ppas they get notifications for , which is 200643 IMO.

Bug 382782 is not to use the contact address for changes notifications. What I would like to have is a "Subscribe to changes notifications" button.
