This would make it much more discoverable about how to set the image.
Ideally it would be linkable for anyone if its not set, to allow anyone
with clue to fix an unbranded project - but after being set the
maintainer would be the only editor. Or something.

This may not be doable because the icon is going into the navigation. This is non-the-less a sensible suggest for address the issue, so I will explore this behaviour.

Martin has a solution for the set images issue for the 3.0 UI. The logo is now in the header and links to the project.
    * The project index will show an alternate image suggesting to the user to set the image when the owner is viewing it.
    * The image is linked to the image form.
    * When the mouse is near the log, the edit link also appears.
