Launchpad needs to explain GPG/OpenPGP better

Bug Description

Launchpad needs a reworking of the way it explains GPG and OpenPGP keys.
* "Edit GPG Keys" (and "Edit SSH Keys") should be reworded, because you're not editing keys, you're registering/unregistering keys with Launchpad.
* +editgpgkeys explains why Launchpad uses keys, but doesn't explain what they are.
* +editgpgkeys needs to make explicit that the suggested command lines are to be entered in a terminal window.

The command lines bit should be easily fixable.

The menu items are now "OpenPGP Keys" and "SSH Keys". The intro paragraph defines OpenPGP keys partially by their use and partially by what creates them. And I've just committed a fix that tidies up the page and makes it clear that the commands should be entered in a terminal.
