Anyone can add a project to a project group

Bug Description

Anyone can add a new project to a project project and although desirable for some project groups it can be equally undesirable for others. For those project groups where it is undesirable, not only is there no way for the project group's maintainer to prevent it but there is also no way for the maintainer to undue it since the maintainer of individual projects are free to specify membership to any single project group they'd like. This is particularly problematic if one has scripts leveraging the launchpad API to perform operations, gather data, and/or generate reports on all the projects in their project group.

It would be highly appreciated if launchpad could support restricting adding and removing projects to a project group to the project group's maintainer. Although. if someone is feeling ambitious, doing something similar to how team membership is controlled (restricted, moderated, vs. open) would be even cooler. :)
