Bug Description
We should be able to detect if base language used in msgids in a POT file is English or not.
Just a simple heuristic should do, and stop automatic approval from happening if it's not. Or, maybe make this a failure on import, so it's set to 'Failed' and error_output displays the reason and email is sent out.
