+affects-new-product should use guided project registration workflow

Bug Description
Click on an existing bug in a project.
Click on "Also affects project"
Click on "Choose..." to pop up the registration widget.
Enter a project name that Launchpad does not know about and click Search.
Launchpad will return the following results in the popup window:
No results found for keyword 'fnords'. Didn't find the project you were looking for? _Register it._
where _Register it_ sends you to the bug's +affects-

After consulting with Martin and Curtis, we've decided not to do this work for now. The problem really starts at "Also affects project..." but there are bigger bang for the buck improvements to make at a higher priority.
