Atom feed should only give information on the change to the bug

Bug Description

The atom feed for a project should only give information on the change that just occurred to the bug. This will allow us to subscribe to the feed and keep track of bug changes much like other developers keep track via email.

For example:
[380933] installer fail at 82 percent
New bug

[380933] installer fail at 82 percent
Attachment added /var/log/syslog

[380933] installer fail at 82 percent
New comment: The installer crashed.

[380933] installer fail at 82 percent
Status changed: Confirmed

We should change the various bugs feeds to derive their content from
the activity log, now that we've done the work to make it (very
nearly) complete and accurate. That would make it far easier to show
the actual transitions taking place, rather than the currently quite
stupid-machine-like content that the feed contains.

I'm marking this as Medium priority. Evan, comment if this is a really
important part of your workflow (or would be, when fixed), then we'll
bump up the priority. Unfortuntely, in any case, I doubt we'll get to
it until after the 3.0 release as we already have more work than we
can really do for that.

We probablt shouldn't change this feed, since it might have other consumers expecting it to serve the current format. A new feed with this format would be a very nice thing to have, though.

This is by no means urgent, so I think a post-3.0 moving target is fine.
