Comment 4 for bug 37880

Owner and Admin don't have same status. Admins, for example can't make other people Admins. So if the owner goes MIA, it will be tough to get the ownership changed without talking to Launchpad Admins. IMO, the Admins should be able to do the basic day-to-day tasks without Owner privilege. This is NOTABUG IMHO.
