Link from branch page to merge proposal is not prominent enough

Bug Description
If a branch has an active or approved, or really any kind of merge proposals, that's one of the most interesting things about the branch. If I'm visiting that branch page, I think there's a high likelihood I want to do something with the proposal.
However, at the moment the link is visually buried under the branch metadata. It should be much more prominent, perhaps with an icon, some color or bold text.
(Similar to but opposite to bug 316243)

Assigning to beuno so he can make recommendations on the UI details. Should be easy enough to implement, once we know what we want to do.
