Bug Description
It appears that if you upload to your PPA a duplicate orig.tar.gz even though it normally doesn't cause a problem since it is eliminated it does still seem to count against you for quota purposes. I uploaded openoffice.org-l10n to openoffice-pkgs ppa earlier tonight while my ppa claimed to be a 3.8/4.0 GiB quota and the email I got back said:
"Rejected:
PPA exceeded its size limit (4314.00 of 4096.00 MiB). Ask a question in https:/
I had cprov raise my ppa quota to 8.0GiB to get around the issue, as I needed a bit more space than 4.0GiB anyway after my builds finished compiling.

That's exactly what happens, the upload-process assumes that uploaded files (listed in the changesfiles) will occupy space in the repository.
