Bug Description
A user who appears to be in good standing began sending spam/inappropriate messages for this bug:

The bug has a large number of subscribers who became annoyed by the messages and responded with a 'reply all', which added new inappropriate comments to the bug and further inflamed subscribers.
It would be nice to have a mechanism LP admins could use to temporarily suspend delivery of bug mail. In many ways a bug is an ad hoc mailing list and can be abused to the annoyance of our users.
