bug assignment should favour assigning to people active on this bug

Bug Description

It's pretty common when assigning a bug to want to give it to someone who's already commented on the bug. It would be nice if this case was easier.

Now that there are so many users, mapping from the user's real name shown there to the userid is nontrivial.

It may save time to fix bug 427353 at the same time as this bug.

Please don't use the Wishlist importance. We've stopped using it in the Launchpad project, since it doesn't really convey the importance of a bug. Instead we tag feature requests with the tag 'feature'.

Ah, I was just trying to be polite and unassuming... :)

So as a first cut, a bit rough but useful, I'd just add another radiobutton

 ( ) someone involved with this bug [_________________v]

with a dropdown.

I can imagine something prettier and ajaxy, maybe Martin A has an
idea. It would be a good pattern in other places too.

another option would be an auto complete widget, pre-populated with
the people most likely fit.

The picker now prefers people who have karma in the project, which may fulfill this use case (this is only turned on for ~launchpad at the moment).

I think that karma in the project is nice but not the whole story. Consider a volunteer with an ambiguous name that has been commenting on the bug.

What might be really nice is clicking on their name to get a drop-down (see profile / assign to bug / subscribe to bug) or something.
