Bug Description

[SPEC TRACKER]
Entering a new spec, I am trying to use CRs to signify and seperate links from the summary itself. However when the results is presented to me, I see that either the CRs were ignored or are badly placed.

when you choose the edit the summary, you will see the CRs I put there - however when you view it through the spec page, it seems without them.

specification-index.pt includes the spec summary with tal:content="context/summary". I think changing this to use fmt:text-to-html would solve Sivan's problems.
