Trying to change package gives u'Package xyz not published in Ubuntu'

1. create FFe or needs-packaging bug.
2. upload packages
3. before NEW is processed, (try) to change package from "Ubuntu" to "xyz-newly-uploaded-unprocessed-package"
4. Malone complains:

There is 1 error in the data you entered. Please fix it and try again.
u'Package bve-train-br-class-323 not published in Ubuntu'

Example in bug #356615. This checking is more detailed than it needs to be, as it's possible to hack the URL and go to:

  https://launchpad.net/ubuntu/+source/bve-train-br-class-323/+bug/356615

Followed by "Yes, report in bve-train-br-class-323 (Ubuntu)".

Ideally Launchpad would not nanny the user unnecessarily. Perhaps the solution would be to convert the Error to a mere Warning and still allow the user to submit.
