User search doesn't find users with non-ascii characters

Bug Description
A search for "Fabian Rodriguez" brings up *a* Fabian Rodriguez, but not the one I expected, "Fabián Rodriguez". The latter doesn't even show up in the results.

Searching for MagicFab brings up "Fabián Rodriguez", so at least that works as expected *wink*.
