No UI for registering package branches

Bug Description

Although package branches can be pushed up on staging, there's no web UI for registering package branches. There should be.

The API's don't seem to allow registering mirrored packaging branches either, both:

bzr register-branch --product debian/sid/bzr-svn --branch-name trunk http://bzr.debian.org/pkg-bazaar/bzr/unstable

This seems increasingly important - without this change we will have to blow away some of the current branches including their history , when import branches start being supported and we start importing from the original branch rather than creating one based on the packages in the archive.

Code imports for those Debian packaging branches that are maintained in
Git/CVS/Subversion/Mercurial and mirrors for the branches maintained in
Bazaar natively.
