Package bug-reporting instructions are often invisible without scrolling

Bug Description
1. Go to <https:/
2. Increase the text size one notch so that it becomes readable.
3. Enter a summary, and choose "Continue".
4. On the next page, click "No, I'd like to report a new bug".
What happens: The description field is focused and fully visible, but barely any of the bug-reporting guidelines are visible.
What should happen: Both the description field and the bug-reporting guidelines should be visible simultaneously.
I suggest fixing this by making the description field narrower and putting the guidelines alongside.

This should be fixed when we convert the bug filing form into a multi-step wizard. We'll have much less scrolling going on.
