Bug Description
The owners of Ubuntu's translation group should be able to turn the visibility of a series' translations on and off, and to defer or resume its imports.
Together with bug 347143 this makes it necessary to keep the owners in the Launchpad Translations admin team. We may want to keep things this way though, so that the Ubuntu queue review can be delegated to community members but this admin task cannot.

This bug was fixed in branch bug-427843 (Danilo Sun 2009-09-13 22:24:35 +0200) and my branch (bug-406477 from Wed 2009-12-09 03:03:22 +0200)
Danilo enabled the launchpad. TranslationsAdm in from the templated and I have enabled the permission for IDistribution
I have tested on Lucid and I was able to disable and reneable the import queue and open and then close the translations.
