Bug Description
The bug linking code in the scanner currently does a fair bit of parsing on the 'bugs' property of a revision. Now that Bazaar 1.14dev has its own parsiing code, we should use that instead.

Of course, 1.14 isn't released yet and we certainly haven't merged it into the rocketfuel tree. Deferring until 2.2.5.
