Build notification should include the reason why the user is receiving the email

Bug Description
The message-rationale should be similar to what we currently have for bugs.
Currently the notification is only send to members of the team which owns the PPA. But there will be more possibilities when we start exploring ArchiveSubscription for public PPAs as well.
For, let's add 'You are receiving this email because you are member of team XXX' in the message footer.
