Users shouldn't get karma for uploading other peoples' translations to Ubuntu

Bug Description

My karma recently skyrocketed after I uploaded ubuntu-docs and gnome-user-docs to Ubuntu.

From https://launchpad.net/~mdke/+karma it is apparent that I've been given 70,000 karma points for translations in rosetta. But the translations uploaded to Ubuntu were not made by me, they were done by the various Ubuntu translator teams. I haven't contributed translations for some time.
