sorting of users is broken when there is more than 50 users in a group

Bug Description
If I visit a 'Show all members' page for a large group, e.g.
<https:/
And click on a column header to toggle the 'Sort by' setting, it only
sorts the data on the page (i.e. the first 50 users). This is a
regression from the previous behaviour which did the right thing of
sorting and returning the relevant results across the whole data set.
