HWDB submissions without system vendor/product names should not be rejected

Bug Description
Ca. 0.7% of all HWDB submissions do not contain a system vendor or product name. We reject these submissions at present because we need these IDs to identify systems.
On the other hand, we already have a number of nonsensical system vendor and product names like "(64 bytes)", "-", "...............", "?W", so the additional "pollution" of the database with the empty string as a the vendor or product IDs would be neglible. The advantage of accepting these submissions is that we can link bug reports to them.

We've removed the hardware database, so this is no longer applicable.
