upgrade vcs-imports branches to a current format

Bug Description

~vcs-imports branches should be upgraded to a current bzr format. This should be done now (up to the 1.9 format) and also in future when a substantially better new bzr format comes out.

There may be a separate bug: imports are intended to upgrade the branch if the default format has changed, but this behaviour may have been lost.
