Downloads page should say how to upload.

Bug Description
A project's Downloads page doesn't give any information about how make things available for download (i.e., how does one upload?). For example, I'm a member of the bkrpr team, but when I visit

it just says
"No download files exist for this project."
There is no indication on the page of how I would make some download files exist...

So at a minimum, maybe we should link to that.
On a related note:
It might also be good to explain that LP Downloads are not like what most people might think of as downloads. In most download areas, people with admin rights can upload arbitrary files, which will then be available for public download (subject to a storage space limit). But LP's downloads also have a category limit -- the files must fall into one of these categories, according to the above URL:

So the bkrpr project, for example, may not be able to upload a zip file containing a bunch of test images (so users can play around with the software without having to take the trouble to scan in their own images). This is a policy decision, I'm not arguing for or against it -- but we should make clear that the Downloads area is not for arbitrary files, but only for certain types of files.
Yes, this UI is confusing and should be fixed. The file spec limitation is noted in another bug.
