OpenPGP instructions are messy

Bug Description

I had to reimport a pgp key recently and found the instructions to be very poor, save for the

On the https://launchpad.net/~vperetokin/+editpgpkeys page, it says this:

Ensure the key has been uploaded to a keyserver. To do this:

gpg --send-key key-id

However the problem with that is that you don't know where to get the key id from, nor does it specify what server to upload to.

After you try to submit your fingerprint without uploading, the error message gives a different set of instructions, where it tells you to do "gpg --keyserver keyserver.ubuntu.com --send-keys", however that misses out the needed ID at the end, and since the user gets no error message doing that - they can waste some time waiting for the servers to sync as it says because they think the command went through OK.

I think it's just best to link to https://help.launchpad.net/YourAccount/ImportingYourPGPKey so there is one set of the proper instructions and less upkeep to do.
