Big difference in number of queries depending on team membership

On the bugs page, the number of queries vary enormously (200-300 queries) depending on which user is viewing it.
Primary suspect: team membership calculation

Viewing an actual bug.
Any bug that I look at, it produces more queries for me than Danilo or Bjorn.

Curtis added https://blueprints.edge.launchpad.net/launchpad-registry/+spec/efficient-user-sets to deal with this sort of problems. I'm linking this bug report to the blueprint so once that infrastructure is implemented, bug pages could take advantange of it when calculating team membership.

We have current oopses in this area, its likely a dup, closing as we *will* fix this as part of fixing performance, but open-and-incomplete isn't useful.
