Bug Description
The transaction isolation level being set in initZopeless is
not sticking. It may not be being set correctly, it may be being overriden
by something else, or BEGIN statements being sent may be confusing things.

With the recent shipit table refactoring, the shipit-exports script will no longer run while Launchpad is active due to this bug due to its high traffic.
