Hi Sergey,

The problem occurs because the package you filed the bug against (alsa) does not actually exist in Ubuntu, and Launchpad did not correctly handle the situation.

You should be able to file your bug against alsa-base

Well, it worked. Though it is strange - for non-existent packages it usually gives some sensible error messages. While "alsa" was listed as existing package...
