Too many Retry exceptions being logged

Bug Description

We should see Retry exceptions escaping if the request has been retried due
to serialization or deadlock exceptions three times and still fails.
However, we are seeing too many in OOPS reports which indicates the Z3 retry
behavior is not working as expected.

The current plan is to see whether we still get as many Retry exceptions after we upgrade to Zope 3.2.
