OOPS in code-import page when missing the correct CVSROOT

Bug Description

As seen on OOPS-1072G2827:

 AttributeError: 'NoneType' object has no attribute 'count'

Steps to reproduce:
1. Open https://code.staging.launchpad.net/+code-imports/+new
2. Fill in Project field anything
3. Leave the Branch name as trunk
4. Choose CVS and fille in Repository: :<email address hidden>:/cvsroot/sabacc and Module: sabacc
5. Click Request import
6. AttributeError: 'NoneType' object has no attribute 'count'.

It seems a parse error, because the ":pserver" in this case the start of CVSROOT string is missing.
