Webservice IDistroSeries.searchTasks(omit_targetted) has a bad default

Bug Description

The webservice's IDistroSeries.searchTasks() has an omit_targetted kwarg which seems to default to True. That makes no sense, as it inevitably results in no bugs being found. I haven't tested IProjectSeries.searchTasks().

Bug 320596 and this are about the same issue issue but the other bug has a bit more information in it so I'm marking this one a duplicate of the other one.
