File release file types should ask for binary or text

Bug Description
I just went to do a file release for python-mode. The download file was python-mode.el which is a single source file. The download page's file release types is too limited for me to pick this type of file. There should at least be something like a "plain text" option. I chose "Installer file" as the least worst option.

The file release type is not limited. It is ambiguous. We need to know if the file is binary and text for when a user downloads it. We do not care about the mime-type of the file. Any file can be uploaded.
