Template bug. This happens on launchpad.net but not edge.launchpad.net, presumably for exactly the same reason that <https://launchpad.net/people/+me> shows your OpenID but <https://edge.launchpad.net/people/+me> does not.

The problem is the document inside the iframe in the help pane: The <head> and <body> element cannot be empty elements in HTML. They can be closed, but not empty. They should contain content. A document must have a <title>.
