Bug Description
Adding a comment should not require a title, its frustrating and breaks up the dialog flow.

Only new comments require subjects. Replies get a default subject.
Maybe the new comment subject should default to the bug title? We want it, because it will be used for outgoing emails and subject-less messages are evil.
